Enable candidates to upload their resume. Mass drops to all recruiters.
Service could handle flagging issues or improvements with CV, and submission of CV on forms or APIs to platforms (ie not just email forwarding).
High 1st month fee, then drop to low monthly fee to maintain address/service for updating recruiters, eg on progress, etc..
Devil(le)'s advocate:
dropping CV to recruiters is useless - seems to go into a blackhole each time.
Bad idea.
